The SAVE Act, which stands for the Safeguard American Voter Eligibility Act, is a bill currently in Congress. Its primary goal is to require anyone registering to vote in federal elections to provide documentary proof of U.S. citizenship. Acceptable documents include a passport, a REAL ID-compliant ID showing citizenship, or a birth certificate.

The bill also imposes a national photo ID requirement for voting—whether in person or by mail. Additionally, it mandates that states actively verify their voter rolls against federal databases to identify noncitizens and remove them from the rolls.

According to the United States Constitution and current federal law, people that meet this criteria are allowed to vote in federal elections (see below).

Under the U.S. Constitution and current federal law, U.S. citizens who meet their state's residency requirements and are at least 18 years old have the right to vote in federal elections. States also have the authority to impose certain regulations, like voter registration and identification requirements, as long as they don't conflict with federal protections. The 15th, 19th, 24th, and 26th Amendments have expanded voting rights by prohibiting discrimination based on race, gender, failure to pay a poll tax, and age for those 18 and older.
